Dear Multifamily Owners and Stakeholders,

The Office of Multifamily Housing Programs announced today that the fifth round of application submissions for COVID-19 Supplemental Payments is open and will make more than $148 million in funding available to Section 8, Section 202, and Section 811 owners/agents of Multifamily assisted properties to submit eligible expenses for reimbursement related to protecting residents and employees from COVID-19.

HUD continues to support both reimbursement of expenses for infrastructure change and personal protective equipment through this latest round of funding. HUD does not anticipate making future CSP funding available following this round.

This Housing Notice for owners of Multifamily assisted housing properties includes important clarifications on eligible expenses, including:

  • The addition of resident training on use of technology to access on-line property management portals and supportive services;
  • Costs to enhance outdoor seating spaces that support gatherings in environments with relatively lower risk of virus transmission;
  • Allowable internet infrastructure costs; and
  • How to establish property eligibility for an emergency generator purchase.

 

The latest round of funding will allow owners to submit applications for reimbursement of eligible expenses incurred for the four previously announced operating periods from March 27, 2020, through October 31, 2021, and the new operating period from November 1, 2021, through January 31, 2023. The deadline to submit applications is February 21, 2023.

During its first four rounds, HUD distributed $65 million in supplemental payments from July 2020 to September 2021. Opening a new round of applications for expense reimbursements reinforces HUD’s commitment to protecting the health and safety of residents and staffs at Multifamily assisted housing properties.
